The temperature of steam, which is used to seal the glands of power station turbines, is controlled in gland steam desuperheaters. On one power station, where the desuperheaters are of an ordinary shell-and-tube design, the desuperheater tubes have been failing at an unacceptable rate. It is shown in this paper that it is the starvation in the cooling water flow which, by leading to flow instability and thus thermal fatigue and overheating of the desuperheater tubes, is responsible for the desuperheater failures.
